Maryland is resolute in offering an education that is equitable, efficient, and excellent – ensuring that all students graduate from Maryland high schools college- and career-ready; providing all students with
access to effective teaching and learning opportunities; and aligning the work of the Maryland State Department of Education in a cohesive, inclusive manner to ensuring the most beneficial technical assistance to internal and external constituents. While Maryland is ranked number one in the nation in education for the fifth consecutive year, the State continues to face similar challenges felt across the country. We still have achievement gaps among groups of students. 



With the implementation of the ESEA Flexibility Waiver, the
new Student Progress Index (SPI) will now provide students, teachers, and
leaders with an accountability system that includes targeted areas of strength and needed improvement, or tangible benchmarks on which schools focus. To ensure continuous improvement, Maryland is revising its preK-12 State
curriculum, assessments, and accountability system; building a statewide
technology infrastructure; redesigning its educator evaluation model; as well
as, transforming low-achieving schools.
